Port Forwarding Not Working
I have been having trouble with my Plex server not being accessable remotely. One the troubleshoot tips was to assign a static IP to the NAS and assign port 32000. I have done both of those and it hasn't helped.
I went to verify on https://portchecker.co/ if the port was open, and it is showing closed. I also checked other ports, like 80, and they are all closed. Reading on the forums, I also confirmed that my external IP is the same as is displayed under the advanced tab. I disabled UPnP as some people said that might help.
I have run out ideas as to why I can't seem to get the port forwarding working.

What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?Is the IP address you set a static one set ON the NAS thats outside of the RBRs DHCP IP address pool or is it a reserved IP address set ON the RBR with in the RBRs DCHP IP address pool?
When checking port status, upnp should be disabled, Port Forwarding rule should be configured and the port has be to actively being used before checking the state or you'll get a false negative if it's not actually being used.

The ISP uses DHCP and I have reserved an IP on the LAN for my NAS.
I had UPnP disabled, but I am not sure how to get the port to be actively used as Plex says it cannot establish a connection.

Is your Plex server running on Windows? If yes then make sure your Windows network is set to "private" and not "public" or else the Windows firewall will block outside connections: https://community.netgear.com/t5/Orbi/Netgear-Orbi-portforwarding-not-working/m-p/1910625/highlight/true#M91735

No, it is not running on Windows. I actually have 2 NAS: My Cloud Home and Synology DS920+. Neither is working.
