Question about Guest and IoT network
Orbi 6 / RBR750 / 7.*.21 FW.
I do not have the IoT or Guest network enabled in the Admin panel but they're still visible using a Wifi scanner like Netspot. It seems like they appear when the RBR is booting but then rather than be disabled, it looks like they're converted to Hidden SSID networks.
Is this what happens when a network is disabled? It's actually just hidden?
Not my experience. No.
Suggest trying a WiFi scanner that detects and displays hidden WiFi SSIDs, such as WiFi Info View (free for Windows from Nirsoft https://www.nirsoft.net/utils/wifi_information_view.html )
This phenomenon of Orbi routers displaying Guest and IoT SSIDs temporarily during the start up process has been reported on the forum before.

What happens if you enable the IoT network then go back and disable it?

On my RBR750, when I clear the Endable IoT button, the wireless system reboots and the IoT network no longer appears.
