RBKE960 "Refused to Connect" after IP reservation changes

OK, I undid the "Solved" state of this issue, as it continues to occur with my RBRE960 router, despite having made the DHCP IP range adjustment along with changing my Pi-hole device to use a static IP address. Making changes/additions to the DHCP reservation list followed by a router reboot is what typically triggers this issue of the router refusing to connect to browser for admin. There's also been a few times when the router would refuse to connect sometime after working normally, without me making any settings changes.
As indicated previously, once the router "refuses to connect", the only recovery method is to hard reset the router, go through new device setup, then restoring settings from a backup.
I'm more convinced than ever that this is a bug introduced with 7.2.7.15 firmware.
So if you feel all was good on prior version of FW, lets go back to that and see how it goes...
I saw no issues with my 963 system on v.15, though I don't have IPv6 from ISP nor PiHole services running.
