Ethernet speed negotiation is built into the Ethernet hardware. There is no software feature on the RBR750 to manage any of the Ethernet pairs.
If there is another Ethernet cable lying around (I have dozens), it might be worth trying swapping the cables. Even though the pins appear "ok", perhaps inserting that particular cable causes one of the pins to not make contact.
If the RBR750 is new, I'd return it as being defective.

The Cat6 cable gives the 962 Mbps on the laptop direct to the fiber modem, as does a Cat5e. Both cables only give 95Mpbs to the Orbi. It's about 3 years old, and I won't likely be giving more money to Netgear for a replacement if this is an actual hardware malfunction
