From the title of the post, it appears that you are aware that 169.254 IP addresses are typically the result of a device not getting a response from a network DHCP server:
- Are Bitdefender Armor or Smart Parental Controls enabled on this system?
- Does this happen to "non-Apple" devices (printers, Androids, Windows, smart plugs, security cameras, etc.)?
- Does this system reserve IP addresses for devices? (i.e. in the web interface LAN Setup table)
- How is the Mac connected to the network? (wired or WiFi?)
- How frequently does this happen?

Since I only use Apple products I'm not sure. But other wireless products like WiFI-cameras do drop out of WiFi.

No
- How is the Mac connected to the network? (wired or WiFi?)
- WiFi. I do believe that I only have issue with WiFi products.
- How frequently does this happen?
- Everyday
