Can you try turning OFF one RBS?
Size of home, maybe too much having two RBS deployed.
Also 15 feet is a bit too close between the RBR and the one RBS. 30 feet starting distance.
Your ISP Modem already has a built in router and wifi. This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
3. Or disable all wifi radios on the modem and connect the Orbi router to the modem, configure AP mode on the Orbi router.

A more detailed description of this "looping" behavior would be useful.
- How long does a typical "loop" take? (seconds? minutes?)
- Does the TV display any messages during the process?
- Does the TV ever appear on the Orbi list of attached devices? (even briefly)
Is Access Control enabled on this router? If so, does the TV appear in one of the three lists of devices?
(connected, Allowed but not connected, Blocked but not connected) If the 2nd and 3rd tables are very long and filled with devices which are no longer likely to connect (visitors, family, devices which have 'gone away') it might be useful to delete them and reduce the size of the tables.
Your intuition is correct that a Factory Reset of the system is not supposed to be required when updating firmware versions. In this particular case, obviously "something has gone wrong". If relatively little has been done to customize the system, then a Factory Reset has the potential of giving the system a "clean slate" at the cost of a small amount of effort. On the other hand, if hours have been spent inputting definitions, setting up parameters, etc. then it is possible to do a "Quick Factory Reset":
- Save a copy of the router configuration to a computer using the Administrative menu item, Backup Settings
- Follow the usual steps to Factory Reset until the router reboots

- Follow the configuration process but....
- Do not change the WiFi credentials
- Do not accept the offer to register the router, enable Armor, enable Smart Parental Controls, etc.
- When you reach the page that offers choices: continue configuring manually or load a saved configuration,
pick the option to load a saved configuration - Browse to that saved configuration file and upload it.
- The router will automatically reboot and all saved settings will be restored. The hope is that whatever 'gunk' (technical computer term) was responsible for the problem will no longer be in memory.
I can do this process in under 15 minutes.

The TV connects and disconnects about every 15 seconds. Here is a screen print of a section of the log showing the process (TV IP address is 192.168.1.25)
When on the TV's network status page it does show the network disconnect and reconnects happening.
I did turn off the RBS that was downstairs and closest to the router and TV. I still got the same error process.
