Are you able to connect to the RBS web page using the IP address give by the RBR when ethernet connected?
What FW version is on the RBR and if you can log in to the RBS web page, what FW version is loaded on the RBS.
Have you tried using the Generation new backhaul password button on the RBRs web page under Advanced Tab/Advanced Settings/Wireless Settings then factory reset the RBS by pressing the reset button for 15 seconds then release. Then give the RBS about 5 minutes, should auto sync to the RBR wirelessly while you have the RBS in same room as the RBR. Then see if you can add it?

When using the Generation new backhaul password button you mentioned, it mentioned 'Satellite setup successful' when adding the satellite via the web page via the Basic Tab -> Add Orbi Satellite
The led indicator on the satellite flashed blue and turned solid blue and is now off. However, the Satellite itself is still not listed within the Attached Devices -> Connected Satellites.
When accessing the Advanced Tab -> Security -> Access Control, the RBS is only listed under the 'View list of allowed devices not currently connected to the network', which I assume is because I connected the two previously via ethernet.
Will there be any issue with me downgrading the RBR to v.21 via the web browser, if the RBS is currently on v.31?

Yes, RBS first, then RBR lastly. After system has been downgraded, you'll need to factory reset and setup from scratch.
