Of course, the next question is, why? Neither CAT6 or CAT7 ethernet cables have any smarts in them, CAT7 has individual pair shielding, and shielded jacks, I can't see any of that making a work/no work difference for a device to device on a 90cm patch cable. But the evidence suggests otherwise.
And these were not ebay/Tempu elcheepo hit or miss cables, I only use commercial grade cables from a major cabling wholesaler.

Is it possible that the connector isn't fully seated into the 960 socket?

This is correct, no "smarts". However, electrical cables have electrical characteristics. As the Wikipedia article pointed out, there is a LOT going on between the two Ethernet adapters. The Nokia is saying, "I can do gigabit, 100megabit, 10 megabit" and the Orbi is saying, "I can do a whole bunch of different speeds". And they are both sending and listening for those mysterious link integrity signals.
There is probably an engineer somewhere within Netgear who understands autonegotiation and how Netgear's multi-speed Ethernet adapters interact with other brands. (Unless the Ethernet adapters have been 'contracted out' to another company.)
I have vague memories of other reports on the Forum concerning higher speed ISP connections not working correctly. (i.e. when the ISP offers multi-gigabit and the Netgear router does not sync correctly.)

It seems rather unlikely that the autonegotiation would work with a good cat 6 cable, but fail with a good cat 7 cable.
There could be a grounding issue in the modem (or router I guess). That would be masked by an unshielded cat 6 cable. If the shield isn't grounded properly, it acts like an antenna, which will create problems.
Since cat 7 is much stiffer, I am still wondering if the connector simply isn't fully seated into one of the sockets.
Although this is interesting to explore more, I think the simple solution is for johnstg2011 to just use the cat 6 cable. It can handle 10 gbps, and a short patch cable really doesn't need to be shielded.

It would be pretty simple to test the "not seated" hypothesis. Plug in a Cat 7 cable and give a tug on it. Does it fall out? Or, does the little "thingy" hold the plug in the socket like it is designed to do.
