After spending some more time troubleshooting, I have been able to consistently re-produce the loss of configuration on reboot. It happens when a RBR760 reboot is initiated while any backhaul is in 'config sync' status. I think this should be enough detail for Netgear engineering to re-reproduce this issue and get it fixed in a new firmware release.
Any updates, please update your support case regarding this.

So if the config sync is not the status and status is GOOD, the config remains thru a reboot?

Correct, if the backhaul status is 'Good' or 'Poor' or 'Disconnected', the router will reboot just fine and come back online with unchanged configuration.
