Router won’t connect to verified internet connectio

I am trying to set up an RBR660 router. After connecting to the ISP modem, it keeps saying “no internet connection detected” even though 1) cables are all working properly (tested with other device); 2) ISP provides dynamic IP service (no static, no PPPoE); 3) Internet connection verified via connecting same Ethernet cable direct to PC, and to my old (Airport Express) router; 4) I have powered down both router and modem, and hit reset in router; 5) tried setting up both via orbi smartphone app, and connecting directly to router via 192.168.1.1. 6) tried manually entering MAC address of old router into Orbi setup screen (one of solutions in help section). After all of this, the Orbi won’t connect to internet. What could be the issue?
  • What happens if you power OFF The RBR and RBS for 1 minute, then back on with the RBR first, then about 30 seconds later, power ON one RBS at a time. Does the RBS connect and show up in the WEB UI? Might bring the RBS to same room as RBR to check this...
    Do they appear in Orbi app at all? 

     

    If they don't, you might disconnect the RBR from the ISP service. 
    Change the RBR back to 192.168.1.1 and apply the change and let the system reboot. May need to power cycle the RBS as well here. Then give about 10 minutes, check the RBRs web page for RBS. They should appear in the WEB UI. If they do either change the RBR back to 192.168.4.1 or try 192.168.0.1. I've always used .0.1 and everything has worked on this submet.

      It’s a Calix FTTH modem - it has two useable DHCP Ethernet ports. One is connected directly to the to a Windows laptop with no issues connecting to Internet (no Static IP or PPPoE, and the other port works perfectly with AirPort Express, when connected directly to a MAC Air, but when I use same cable to connect to ORBI Internet port, orbi app says cables are connected but no internet

        It would really be helpful to know the exact model number of the Calix device.

         

        Reason: Although some devices have more than one Ethernet port, they function correctly only when there is only one device connected at a time.  I may not be reading the description correctly, but it appears to me that there are two devices connected to the Calix at the same time.
