Yes, using a CAT6 cable. I've tried using multiple cables and all lead to the same outcome.

This happens on a wired device without a MAC address randomizer.
Try disabling the following and see:
Armor, Smart Parental Controls or Circle, Traffic Meter.
All are disabled.

Does your ISP support IPv6?
Is IPv6 enabled or disabled on the RBR?
I recommend re-loading v.21 back on the RBS first, then RBR lastly:
After the system has been update, power OFF the ONT and RBR and RBS for 1 minute then back ON.
Perform a Factory reset using the following PDF process:
Setup from scratch using a wired PC and web browser:

Use MS Edge or Firefox for this.
Be sure to clear out all browser caches before entering the web page.
After all is set up again, try testing web sites.
Don't enable Access Controls, Armor, SPC or Traffic Meter.
I'd run a couple of speed tests as well from a wired PC using ooklas installable speed test app first.
What is the size of your home? Sq Ft?
What is the distance between the router 📡 and satellite(s)🛰️? 30 feet or more is recommended in between RBR 📡 and RBS 🛰️ to begin with depending upon building materials when wired or wirelessly connected.
