Stuck at no internet connection

Power cycle everything:
This was the first thing I tried, since it was what the app suggested.
Check the Ethernet connection:
I know this for a fact because the first time I went to set it up, I had the satellite instead of the router, so I know that once I had figured them out and switched them back, I was using the correct (yellow) port.
Modem lock-in:
There have never been any other additional devices like this on this wifi network.
Bypass the app:
This I will try next time I'm there.
ISP requirements:
This was the second thing the app suggested, which is why I checked that my network was DCHP, not PPPoE or static.
Factory reset:
The model is completely brand new. I took it out of the box myself.
What is the make/model of the modem?
Another commenter further up was able to correctly identify it as this model.

Does the Orbi Internet LED show a specific color (amber, magenta, etc.)?
I believe at this stage in the process it is white. Throughout the beginning the lights did everything the app said they should be doing, blinking when they were supposed to, being the right color, all that. And the light doesn't change color when the app announces that it wasn't able to connect.
Is the modem a standalone modem or a modem/router combo?
It is a combo, cox panoramic to be specific. I saw in other discussions that those can be extra finicky, but didn't see any concrete fixes for that.
We know the router is the rbk652s. But we need to know the modem/gateway that the router connects to. That is key when it comes to these issues.
So check what is providing the Orbi with internet and post the model number for that here.
