Please confirm that the Orbi is running firmware v12.1.3.12

and you have had the Orbi more than 90 days, and thus cannot open a support case with Netgear without purchasing a support plan.
Firm ware is v12.1.3.11 but when I check for updates it says that the firmware is up to date.
This is an issue that comes up on the Forum all the time. Netgear published the new firmware on Jan 21, and six months later, the Firmware Update process does not detect it.
The only method available to users is to download the firmware images for router and satellite from the web site, unpack them, and then use the Manual Update process on the web interface. (satellites first, router last)
