Yes this does happen with multiple PCs
Yes drivers are updated.
QoS and gaming features disabled
Yes using Ookla speed test
What speed results do you see with the speed test on the RBRs web page and using Orbi app on a mobile device?
What speeds do you see with a Ethernet PC directly connected to the Nokia ONT?
What brand and model# are the ethernet adapters in these PCs?

RBR and Orbi app show 900 Mbps upload and 600 Mbps download which is what is expected. This is also the speed when plugged into the Nokia ONT directly as well. Not sure on brand and model # of ethernet adapters but given speeds shown plugged into the modem itself I don't think it is the problem.
