I see where you are coming from but I don't believe there is a double NAT issue. The ISP puts there modem/router in bridge mode. Which in this case is providing two WAN IP's.
The first port on the modem is dedicated to the Orbi and separate from the ISP router that has it's own WAN IP.
I've validated this as well.
Ok, if thats the case and you are sure that the Altice is in bridge mode, test the Orbi and Alice out with out the other router being online or connected to the Alice.
Also are you using IPv6 on the RBR at all or is that disabled?
