RBR850 no admin access

Was connection possible before, but is no longer working? (i.e. this is a change)
"Cannot connect" means:
- More than one web browser returns an error when attempting to open the gateway IP address? or
- The web page appears, but the user is unable to log in?
p.s. Anywhere Access can be enabled only when the Orbi app is connected to the router. Once it has been enabled, then the app is supposed to be able to connect to the router from "anywhere" (literally). If the app will not connect, there is no way to enable Anywhere Access.

Thank you for your response. Yes, connection to the admin page was previously possible. I have not attempted to connect to it in quite some time (I would guess a year), so I am unsure when this problem started."Cannot connect" means that on a desktop (Chrome, Edge) when entering the default gateway ip (or going through routerlogin.net or orbilogin.net), I receive the message "ERR_CONNECTION_REFUSED". On the iOS Orbi App, the app states "issue connecting with 'WifiName'" (it suggests I enable local network which is already enabled, and to check the WiFi connection). When I do connect anywhere, it does show the RBR750 and its serial number with a green light next to it but states "device is offline".
