Yes, as mentioned above, the issue only occurs in AP mode. With the RBR in router mode, there are no Wi-Fi signal issues; both units broadcast properly, and IoT devices connect to both—though sometimes they connect to the more distant unit.
All my cables are Cat8.
With the RBR in AP mode and the ISP gateway acting as the router, static IPs were assigned by the gateway; I didn't see an option to do this via the RBR (as shown in the link), but I’ll look into that more closely. That said, I didn't have any addressing issues.
I also find it annoying that, in AP mode, I can't block specific devices based on their MAC address, but that’s a separate issue.

Ok, glad the router mode is working. I'll take a look at AP mode with mine and see if the issue is seen there.
Cables recommended are STP.
Let it run for now. Make sure you do a backup configuration to file for safe keeping.
When in AP mode, most features are disabled while in AP mode. Would be up to your host router to set block configurations.

I did see the info regarding AP mode configuration, but the host router can't monitor or manage the RBR's Wi-Fi connections—only the outgoing traffic.
Being able to manage Wi-Fi traffic on the RBR (and block certain devices) would have been nice, but it’s not the most important thing.

Most AP mode configurations don't support the control features. Most of those are handled while in router mode. AP mode, isn't used or not needed at all or the code can't do it.

FYI, reproduced the issue of IoT or Guest Network not seen when in AP mode. Just having my RBR online in AP mode, enabled IoT first, never appeared, then enabled GN and it never appeared.
Both showed enabled in the Orbi app and WEB UI.
Checked to see if phone would connect in the blind to the given SSID name with password and phone connected. Seems the IoT and GN is being hidden when in AP mode. Don't know why.
NG is aware of this and working on a fix. Hopefully be out in next FW update. For now, run in router mode.
