This issue may occur if the officially supported satellites are out of sync with the firmware of your Orbi router. The satellites firmware will need to be updated to match the router to resolve the compatibility issues.

All satellites and router were updated to 13.2.1 and power cycled after that for good measure.
13.2.1 does not stabilize it configuration with four satellites.
previous versions did.
