Satellite won't join

I have an Orbi 971 router and two satellites.  The router and satellite #1 are working fine.  Satellite #2 starts up, but won't join the system.  What can I try to correct the problem?

Be sure that the FW on the RBR are updated and using same version of FW as the RBR. Any and all RBS need to be updated first before the RBR is updated to ensure the RBS re-sync to the RBR correctly.
