I restored the config file from the back up, i went back to the same issue
Once I did factory reset, I was able to access the web interface. However, as soon as I restored the config file from the back up, i went back to the same issue

That tells you your configuration had been corrupted. The next step is to perform the firmware default reset and reconfigure from scratch. Once you have a known working configuration, save a copy for future use.
For configuration or troubleshooting efforts, avoid the use of mobile devices like the plague. Lessons learned!

I even tried a different config file that I have backed up but still the same so it is not corruopted file. I always use the web interface on my Netgear and the mobile app just for quick reference. I don't want to spend too much on this so I will just reset the router and redo the config since my config is not too complicated. This happens after I saw there is a firmware update and I clicked on it.
I see no hint of the router we are talking about here or the firmware version. Indeed, we have very little detail to go on.
One recent firmware update broke things and delivered a strange login error.

Kitsap has it.
It is always worth trying to restore a backup, especially if it predates the first time you saw the issue. Nothing lost. But if a problem continues after the reload, then it is down to a reset and manual reconfigure.
