RAX200 Only Wifi Light on - can't connect

I just received the nighthawk router today. However when I switch on no lights are on except the wifi light below. connecting an ethernet cable, mac says it is unplugged. The wifi is not visible and I couldn't find any way to connect to it. 

 

is this router broken from the factory or am I missing something? 

 

I left it on for more than 30 mins, nothing changed.

    the power was not on neither so sent back the device. the one which came today works.
