VOIP devices initially connect to network then drop (obtaining IP address)

if a phone is unplugged and then plugged back into router, it will not work.  it will initially connect and give ip address, then it drops about 10seconds and consistnetly says obtaining ip address.   I have diabled SIP ALG.  I dont know what else is blocking connection.  I can see it is on my list of attached devices as approved.
