Page 14 of the User Manual says that the IP address of the modem is 192.168.100.1

Oops typo, modem is 192.168.100.1. When it boots up it appears to for a short period of time broadcast an IP of 192.168.100.10
Not a short time. ALL the time. It does not "broadcast". That is simply the IP address of the management port within the modem.
Because the IP subnet created by the modem is 192.168.1.xxx, any time a device attempts to connect to any address within that IP subnet, it is expected to be found somewhere in the subnet. If the IP address is not in the subnet, then it has to go "out", which the modem will intercept.
Have you tried to connect to 192.168.100.1 ?
Yes, I had a typo in my OP- the modem address is 192.168.100.1. I have tried connecting and pinging 192.168.100.10, nothing. Can we do anything with that address?
