Try a factory reset on the modem and setup from scratch?
What channels are you using? Auto? Try setting manual channel 1, 6 or 11 on 2.4Ghz.
Any Wifi Neighbors near by? If so, how many?

Resets only erase user configurations and sets back to default values is all. Sometimes this can help correct problems.
After the reset, I would pull the power from the modem for 30 seconds then plug back in. Then walk thru the setup wizard for the modem.

The wifi maybe faulty.
As a alternative solution for this, users can turn OFF or disable the wifi radios on the modem, user then can install a exnternal wifi AP device that supports any kind of wifi configuration. Install a RAX router in AP mode or Orbi wifi MESH system in AP mode. Users can continue to use the modem router as there host router.
