Does the external drive have it's own power adapter?
12Tb is fairly large and connected at USB2.0, syncing may take a while...USB2.0 is not as fast as USB3.0.
Does small sized drives experience same problem?

WD has seperate power supply. Have not tried smaller drives.

I would try a smaller drive, maybe something in the ##GB range and see if it still happens. If it doesn't then I would presume that having such a large sized drive maybe a bit much for the modem to handle or was designed for. Back in 2017 when this modem appeared, we didn't have 12Tb drives back then. Also USB 3.0, though was around, wasn't included on this model router. So USB2.0 is probably getting maxed out trying to flow with 12Tbs. USB 3.0 handles better and is very fast.
