What spectrum modem are you using?
Firmware on the R7000p?
How are you testing it? Hardwired, wireless, speedtest.net? Device?

The modem is a arris TM1602, Firmware is V1.3.1.64_10.1.36 and hardwired on speedtest.net on a pc.

if you hook directly to the modem, do you get full speeds?
Did you enable QoS on the R7000P? If not, try enabling it and speedtesting. Afterwards disable it and see how it performs. Some have found that to help.

so when hooked up to the modem we get the full speed and I've messed with QoS and it was the same.

Maybe something was borked during setup or during updates?
You could try reloading the firmware over a hardwired connection (or downgrade a version if the most current doesn't work), reset the device after the reload, and just set it up with the minimum changes. See if this makes an impact
