Access Control List turns on every few days blocking several devices on my home network

Every few days the Access Control List in my cable modem/router turns on and several devices on my home network are listed as blocked devices.  I log into my Netgear C3000-100NAS turn off ACL and it's good until it turns back on in a few days.

Any info would be greatly appreciated.

    Try a factory reset and setup from scratch on the modem. Be sure to not enable any Access Controls this time after you walk thru the setup wizard.
