I agree with plemans . Your device is a WiFi cable modem router. It needs cable connection to get Internet access. You should be getting a regular router (like R7000) instead of this model. Anyway, if you just want to know if your device can't provide an IP address, you could disconnect your C7300 and just connect it directly to your PC. Reset your device to factory default (press the reset button for 30 seconds) and once it fully boot up, do an ipconfig. Check if you can get an IP address now.
