C3700V2, Downsteam blinks + Upsteam and Internet lights are off !!

Did your ISP check to make sure your modem was fully working and that you had internet access thru the modem and speeds were good? 

Contact the ISP and have them ensure the signal line and quality is good up to the modem. 

Besure there are no coax cable line splitters between the modem and ISP service box.
