Sounds like radios could have gone bad.
Option to configure modem only mode on the C series modem and then connect up a new external wifi router to the modem: https://kb.netgear.com/27191/How-to-set-the-cable-modem-router-to-be-on-modem-only
Or get into a new gateway modem.
