C6300: "Block services" does not function normally
Instead of using parental controls, I use "Block Services" to not allow a few devices to access internet during night 12:30am - 6am.
Firstly, I assigned those devices static IP addresses in the range of 192.168.0.51 ~ 192.168.0.100.
Secondly, in Advanced settings -> Security -> Block Services, I set up a service table: block all service types and all ports for this IP address range. (see attached the service table)
Thirdly, I set up a sechdule table 0:30 - 6:00am.
But after I enabled Block Services, a strange thing happened: some of other wired devices lost their connectivity to internet. For example, my Netgear Arlo Pro Camera Base (wired) lost its connectitivity; My two VoiP phones stopped working; no dial tone.
The symptoms occur once I enable Block Services regardless of when I do it. I tried in and out of the block time range 0:30 - 6:00am. Further, even if I disabled it after enabled Block Services, the symptoms would stay.
I rebooted all associated devices including C6300, but it did not help. I also tried to block specific sevice types: HTTP and HTTPS instead of all services, the same smptoms would occur.
All devices connected via Wi-Fi were not effected.

Although enabling Block Services affects the connectivity of Netgear Arlo Pro Camera Base (wired) and the two VoIP phones (wired), C6300's list of Attached Devices still show they are connected, displaying their MAC addresses and IP addresses.
