Which DHCP setting is this? There are several related to different DHCPs.
Might help to start with explaining what you are trying to achieve with this setting.

I don't know what you are trying to show there, but that screen shows Address Reservations.
That reserves IP addresses for devices on your network. Look it up in Reserve LAN IP Addresses in the manual.
It sets the IP address that the router hands out to things connected to the network.
Are these the settings that keep changing?
Some people find it easier to fix the IP address on the device itself.
Might help to start with explaining what you are trying to achieve with this setting.

I have no idea what a "helium miner" might be.
Does it depend on a particular bit of hardware? Does it have a fixed IP address in its own right?
If not, you may not have much luck persuading your router to recognise it and reserve the address.
Do you have anything else on your network with an IP address that you can "reserve"? That would at least test the router's capabilities and show if it is the router's IP address reservation that fails or if it is down to the task you are trying to achieve..
Now that you have started to explain what it is that you are trying to achieve, maybe you can start at that end of the process.
Have you asked the people behind the helium miner for help with the issue?
