C7000 Channel lock issue only 2 of 4 downstream channels show as "locked"

The modem was installed by the ISP technician. When he saw that it was not locking he contacted the central office to verify settings. He then tried putting their modem back in to see if it was a line issue. Their modem worked fine. He then re-installed my modem and got the same results as before. I contacted Netgear support and they had me do a reboot and then a reset using a paper clip. No improvement. The Netgear tech then said that there was nothing more he could do and that since I am able to get on the internet it is working.
