What speeds do you pay for?
What speeds do you get hardwired into it?
How are you testing speeds? (device, website, etc)
Do you have a screen snip of the cable connections page and the event logs? that helps us check the signal.

I use Ookla to do a speed test.
I should be getting 400
On wifi less then 12 ft in the same room I get 143-200.
When connected straight to the modem I got 277
Please info me how to get to the to the cable connect page and event log.

hardwired it should get full 400mbps. I'd start there.
how to take snip: Use Snipping Tool to capture screenshots (microsoft.com)
How do I view or clear the event logs on my cable modem or modem router? | Answer | NETGEAR Support
And for the cable connections page, when you first log into the router through the browser, click on the internet icon and it'll open the cable connections page.
Wifi is variable by the device you're testing with and you won't max out 400mbps over wifi on the C7000. 200-300mbps is about max you're going to get over wifi on the 5ghz. Much much less than that over 2.4ghz.
