c7000v2 ac1900 cable modem router
C7000v2 AC 1900 keeps resetting even when I click a new tab e.g. advance tab in the admin portal. also, both Wi-Fi radio channels are off. I tried several things such as turning Wi-Fi radio on/off. none of them works.

What happens if you press the reset button in back for 10 seconds then release, give 1 minute, then setup from scratch using a wired PC and web browser? Try with MS Edge first:

Also might try this with the ISP coax line disconnected. Then once setup fully, reconnect it.
I pressed back reset button for 10 seconds, set the admin password then it crashed. there is a spinning icon that appears on the screen then again it resets. technically it does not allow me to follow any setting in the admin portal. this is the same situation; when the coax is connected or not.
Might try a 30-30-30 reset on the modem.
Use same wired PC and MS Edge or Firefox browser to start the setup wizard and walk thru the setup wizard.
If this fails, you'll need to contact NG support or find you a new gateway modem.
