C7000v2 seems unable to block sites

I am simply trying to find a free way to block youtube.com via my router.

 

Over genie, on the basic view, I have parental controls as "enabled."  And on the advanced view security/blocked sites, I've added youtube.com.  That does not seem to do anything even after restarting the computer and the browswers.

 

Over the Netgear Parental Controls, I have the default setting configured to moderate.  Over the Account Setting/Block List Allow List, I have listed youtube.com as a blocked site.  This does not work.

 

This router is not compatible with Circle Smart Parental Controls per this site: https://kb.netgear.com/000044718/Which-NETGEAR-routers-support-Circle-Smart-Parental-Controls.  Of course, though some sites say this is free, I did download the app anyway and see that there is only a free trial.

 

The Smart Wizard app for parental controls is for older model modems.

 

Any recommendations for a free configuration would be extremely appreciated.
