First you're posting the the routers forum when you should be posting in the cable modem/router forum as you have a combo device.
https://community.netgear.com/t5/Cable-Modems-Routers/bd-p/home-cable-modems-routers
so you're supposed to be getting 100mbps and you're only getting 10?
How are you testing this? Over wireless or hardwired?
We usually recommend people test over a hardwired device so we can first determine if its a signal issue to the modem or a wireless issue. Wireless requires different troubleshooting and it doesn't do much good if the incoming signal is the problem. so lets start at making sure you have full speeds to the device.
So what speeds are you getting over a wired connection?
Who's your ISP?
If you log into your combo device, pull up the modem connections page. it'll have signal strengths for upload and download. Take a screen snip/screen shot of these. They help us determine if the signal coming into your residence is of good quality.

That sounds like an "MTU Size".
Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get the User Manual. Look for "MTU".- CJinVANov 24, 2019Guide
Antinode, thanks for the reply. That certainly sounds like it, but when I logged into the genie, MTU is still set for 1500 on my modem-router--which is the one already fixed. If it had been a lower number, I would figure that was definately it. But, since it is still 1500, I am not sure. I am supposed to work on my daughter's problem today. I will just have to see how it goes. Do you know what you would type into the cmd prompt to check packet drops on a specific MTU size? 1500, 1496, etc? Anyway, thanks again.
Also, she and I are both using Cox.

I found the answer to checking dropped packets based on MTU size. The link is https://www.dslreports.com/faq/5793
The key info is:
Finding the Correct MTU
To find the correct MTU for your configuration you must run a simple DOS Ping test. You will simply send out ping requests and progressively lower your packet size until the packet no longer needs to be fragmented. Please reference the following steps:
The command for this ping test is ping www.dslreports.com -f -l xxxx.
•You can use any well known, pingable domain like ping www.google.com -f -l xxxx in place of www.dslreports.com for the test.
•There is a single space between each command.
•"-l" is a lower case letter L, not the number one.
•The last four numbers are the test packet size.
