C7000v2 unresponsive with all lights on.

I did a factory reset on my Netgear C7000v2 combo router/modem and it is unresponsive with all lights on. I was having slow wifi so tried doing a factory reset and I can’t get it going again. I’ve tried resetting it again and it stays unresponsive with all lights on. If anyone has any suggestions to fixing this issue I’d greatly appreciate it as I’ve only had the device since December & hope it isn’t broken already. Thanks
