Its worth a shot. It shouldn't necessarily cause the issue your having but having the network setup right is only going to be beneficial for troubleshooting.

When you reboot, it clears those out. Next time you're having the issue, log in and get the same screen snips. Problem is that it shows the values at that specific time you open the page. It'd be worth it to see what they're at when you're having issues.
You can always have the isp check the lines but they might not do a whole lot if its in a working state.
And again, if there's any splitters, amplifiers, attenuators in line, remove them.
Ps. I don't know if I've ever seen the correctables that close together with the 31-32-33. Usually you get a bit of variation.
