C7800 Unresponsive - All Lights On

Did you try factory resetting with the coax disconnected? Then push and hold it for at least 30 seconds while powered on?
What do the lights do when you do this?
- I tried to factory reset and it is not responsive. Lights stay on. Tried connecting hard wire and could not access via IP Address or website.
Try a reset with out the ISP cable connected.
Try a 30-30-30 reset as last resort.
Maybe a hard failure of the modem...
