Using the latest firmware, V4.6.14.4_2.3.12. I've tried accessing the cable diagnostic both from chrome and edge without success. should I rollback firmware versions?

How about Firefox?
Even after a factory reset with the ISP cable disconnected, won't access the web pages?

same with firefox, progress bar completes and then disappears to a blank page with no results. I'll try a factory reset outside of core hours, but wondering if somehow xfinity has the system provisioned to throttle speeds since my individual capability (wired,5ghz,2.4ghz) isn't greater than 1gb/s. I'm ultimately looking for total throughput to reach 2gb/s and this modem/router is cable of 4gb/s according to netgear's 'streaming' specification.

Can try downgrading FW and see. Seems like something has happened on the modem side that isn't allowing the browsers to get the data from those pages to display. Something bad happened here.
If that's the case then you'll not get that with the CBR750. The modem maybe capable of 2Gb, however the router side is not due to the LAN ports only being 1Gb. Seems to be be relegated to there 1Gb or lower speed tiers.
So if you want to see anything over 2Gb from the ISP, you'll need a CM series model modem, i.e. CM2500 or CM3000. Then attached a 2Gb supporting router with WAN and LAN ports that support 2Gb connection rates.
