can non access portal on a used c6300. any way to flash or reset it.

You can't "flash it" but you can reset it. 

Try disconnecting the coax from it and while its powered on, push and hold reset for up to 30 seconds. 

Does everything else work on it? 

Did you try its 192.168.100.1 address?
