MS Support updated the driver for my Qualcomm Atheros QCA9377 Wireless Adapter which was updated August 25, 2015 specifically for Windows 10, 64 bit. Problem solved! Thanks to DarrenM for helping. Would give you a thumbs up if I could find it.

I forgot to mention that I took my laptop to a Panera and logged into their public wifi and was able to connect to https sites with no problems.

Hello Dbyrnes
You may of set that laptop to treat your wifi as a public network in the windows settings which might be causing the issue you may want to try and forget the network and reconnect to it and make sure you select home network. hope to hear your feedback

Thanks for the suggestion. Windows 10 evidently doesn't offer the opportunity to choose Private or Public when connecting to a new wifi connection. There's a setting in Wifi - Advanced Options that toggles on/off for "Find devices and content." The option advises to toggle this "off" when on a public network. Either way, my wifi network was already listed as Private. I toggled the switch to "off" since I can connect on public hotspots, but still no connection to secure sites.

How about web browsers have you tried other web browsers to see if it may be a setting in the browser?

Tried Chrome, IE 11, Edge, and Firefox. They all have variations of the same error for https sites. Edge will say "Hmm, we can't reach this page" IE11 says "This page can't be displayed." and Chrome says "This webpage is not available ERR_CONNECTION_TIMED_OUT". I uninstalled Firefox.
