I setup the router to use a static address, but cannot change the DNS settings because Parental Controls is enabled. Following the info on the Parental Controls community web, I uninstalled the Netgear Genie, but I still cannot remove the Parental Controls. When I click on the Advanced/Parental Controls, it takes me to the OpenDNS web. I factory defaulted the router, but then restored the settings to avoid having to spend hours with Comcast. Any suggestions on how to get past the Parental Controls block?...

Update: I turned off the Parental Controls and set the DNS to Google's site (8.8.8.8 and 8.8.4.4). The router rebooted and I verified the settings, but still cannot connect to www.Yahoo.com from the IPAQ. (I can connect from other routers and from McDonald's free wifi sites.) Still a mystery...

Have you tried to go to yahoo.com using the Ip address which is 206.190.36.45

Using the IP address on the IPAQ, I now get a certificate notice, which I accept, and then I get a progress bar that stalls. So I tried the same IP address on a Windows 7 and Windows 10 Pro PC, and I get a watermarked page with this message in the address bar:
http://206.190.36.45/?err=404&err_url=http%3A%2F%2F206.190.36.45%2F
This is progress, I think. Never got the progress bar on the IPAQ before. Seems like DNS might be part of the problem?

I still can't connect to Yahoo.com on the IPAQ. Strangely, I can't connect to Yahoo.com on either of the Win7 or Win10 laptops using the IP address. Both work fine with URL www.yahoo.com. I'm trying to isolate the problem to a router setting or possibly something in Comcast's security or DNS settings. I have no specific restrictions on my router...
