Be aware the reset button wipes out all of your settings and you have to reconfigure the device from scratch. Thus the need to walk through the setup wizard.
The reset button will not change the state of the external Wi-Fi radio on/off button.

The comcast tech also completed a factory reset so I believe that step is accounted for without any change in the wifi availability.
Current Status: Xfinity --> AX2700 then it breaks there and no wireless network comes up despite solid lights on the modem/router.

Believing some thing is done and knowing it is done are two different things. I find it very difficult to believe a Comcast service technician would perform a firmware default reset on a customer owned gateway. In particular when the action is simple for the gateway owner to perform and know for certain it is done. Suggest you download the owners manual and see page 80 for the instructions before you throw the device in the recycle bin.

I would do the factory reset your self to be sure the modem is being reset by you. Pressing the reset button 10-15 seconds will or should reset the modem and this will also change the wireless button and radios to be enabled by default.
IF this fails to bring back the wifi radios, possible the modem is faulty and needs to be RMAd. Something to contact NG about and see.
Last resort you might try a 30-30-30 reset...won't hurt to try.
