I just pulled up nextdns and plugged in their ipv6 address (wasn't the same you posted) and it worked fine.
Not sure if you're entering it incorrectly or what. When you see the :: , that's indicating the spaces are 0000's like you wrote. So not sure whats going on there. That should be entered under the DNS server address.
The pinging you're getting is pretty common. The router pings back to the central server to check connection status for both the GUI and the app. It doesn't use much for data. I had a bug with one of my devices that was pinging back 15,000 x a day. Its was excessive and overloading my pihole so I had to block it. Thats one of the few times it causes issues. Otherwise its a simple check back.
You said you did reinstall the firmware and factory reset it? I'm curious to see how you're entering the information in and what happens when you do it? The screensnip function has a video screen capture (where you set a specific zone to capture) that could show it

I'm entering it correctly. I've even tried other public DNS servers cloudfare/google and the result is the same. The router reboots and doesn't remember any information. After spending 30+ hours, I think ive had enough of this. I'm just going to return via Amazon and am awaiting an Arris S34.

furthermore, even upon factory reset and clicking to reboot the router w/o changing any of the default settings, when it reboots it resets everything. Something is wrong with it being able to save settings upon reboot. The IPv6 issue was just confounding on the fact that the router wont save settings despite doing everything suggested to make it do so multiple multiple times.

It must be, I've tried everything short of buying the router again and retesting it which im not willing to do. oh well, seems like a decent modem/router if it would save settings.
