CG3000DV2 Port forwarding settings set to always

I tried to set the port forwarding option on CG3000DV2 to "never" for security reasons, but after a few days it always switches to "always".

 

I do not have any services added.  Is this a bug or normal.

    Has a factory reset been performed then set up from scratch?
