The signal looks pretty decent from the modem side.
What site are you testing on?
Try dslreports.com or speedtest.xfinity.com

has xfinity tried their own modem to see if there's issues (since they're blaming it on the modem)?

I just got off the phone with them after an hour. It ended with them not being able to help.
They say the modem looks greaty on their end. However there's an issue with when I plug directly into the modem the speeds are terrible. Do you think this means the modem is bad?
We had an xfinity modem before with the same issue.

IF the ISP modem worked before getting the CM modem an now the CM modems isn't working, I would presume the Modem is bad and needs to be replace. Try another or try a CM1100.
