CM1000 Can I request a new public IP from Comcast

Recently, my sports apps started blacking me out for being in-market. I'm not in-market. I checked my public IP address and indeed, it's in the market where those sports teams are (Philadelphia). Can I request a new public IP from Comcast? I called Comcast and they insist my CM1000 IP address is static (wrong!).

    Any Dynamic or Static WAN IP that comes from ISPs are all handled by the ISP. The modem only takes what it's give by the ISP. Then passes this along to the connected device like a wired PC or external router. 

    Something to talk to the ISP about. 

     

    Sometimes powering OFF the modem for a long period of time and trigger a new IP address from the ISP.

    What does "in market" mean?

      In the geographic area of the team I'm trying to watch (Philadelphia).
