CM1000 Solid Amber Ethernet Only

I have a CM1000 modem which was purchased 1.5 years ago that only will keep a solid amber ethernet light on as soon as powered on. Occasionally after doing a power cycle per the manual I will get all lights to cycle through power, down, up, internet. Once I turn on my router (Nighthawk R4S R7800) I’ll get green Ethernet for a few seconds and then it drops everything again and only keeps on the amber ethernet light. I know that’s the 10/100 indicator but I don’t know why everything else is off. This has been going on for over a week with a few days of successful usage. No reported isp issues. I have tried doing factory resets, using a different Ethernet cable to the router, using a different cable from the modem to the wall, and checking voltage out of the power adaptor(12.4v). Problem started occurring after a period of rolling power outages where the unit did come off and on several times. Any additional direction is appreciated. Thanks.
